We have a saying, too. When you want to curse someone you tell him "Go to hell" but we shorten it and say "Go to Gaza"Livni is referring to the Hebrew equivalent of "Go to hell" - "lekh la-Azazel" which can indeed be shortened to "lekh le-Aza."
